Marc Roy Biography

Biography for Marc Roy, J.D., LL.M., Research Professor for the School of Law and the Disaster Resilience Leadership Academy

Marc Roy has experience in overseas disaster response and recovery management and infrastructure development as a government attorney and CEO of power and utility operations in the South Pacific.  As Chief of Staff for FEMA's Lousiana operations in 2006-07 following Hurricanes Katrina and Rita, he supervised several thousand federal employees and contractors in the rebuilding and recovery operations which delivered billions of dollars of financial aid to the State of Louisiana.  In 2007-08 Mr. Roy  served as the Regional Director of the presidentially appointed Federal Coordinator for Gulf Coast Rebuilding within the U.S. Department of Homeland Security for the states of Louisiana, Texas, Alabama and Mississippi.  Most recently, Mr. Roy has been engaged in New Orleans creating multi-level partnerships in complex rebuilding projects as Chief of Environmental Compliance and Historic Preservation operations for FEMA for the State of Louisiana.

In private industry, Mr. Roy has testified as an expert in oilfield development matters, has handled environmental claims and supervised continuity of operations (COOP) plans.  As an attorney he has served as a municipal judge and prosecutor and has taught as an adjunct faculty member at Tulane University and other law schools.  Currently Mr. Roy is serving as a Research Professor at the Tulane University School of Law, Adjunct Professor in the School of Public Health and Tropical Medicine and has joined the leadership staff of the Disaster Resilience Leadership Academy.

Marc Roy has a B.A. from Texas Tech University, a J.D. from Mississippi College School of Law and an LL.M. from the University of Nottingham, England.
