Notable instances include 9/11, the anthrax crisis, the SARS outbreak, Hurricane Katrina, the 2004 Indian Ocean tsunami, and earthquakes in Haiti & Japan in 2010 and 2011. Strategic challenges have been common to all of these crises, irrespective of the triggering hazard. They all have shaken societal foundations to the core, undermining systemic networks, organizational structures, institutional culture, and political accountability. In so doing, they have challenged conventional understandings of preparedness, planning, and leadership itself. This type of events and their attendant challenges have become the norm rather than the exception: lives, limited resources, and ultimately democratic compacts depend on a paradigm-shifting reexamination of their implications.
